After conferring with several engineers, we have confirmed that building a pool inside an ASR affected pool is a viable course of action. Of course, the process that we would undertake to have a pool inside of a pool is a bit complicated.
The first step would be to waterproof the existing pool interior to mitigate the chances of it interfering with the new gunite pour. Then we would add some rebar and form up in preparation for a gunite pour. Once we've poured a new gunite shell and it has had time to cure, we would treat the project the same as any other pool build, adding coping, tile and later plaster.
After everything is finished, you'll have a pool that is a decent replacement for the original. Since the new pool would be built inside of the original pool, the dimensions of the pool would change by about 9 inches on every side. The difference in size would be noticeable but worth it to have a fully functioning pool again.
